NCOS = NETWORK CLASS OF SERVICE OF A TELEPHONE.

Each phone can have an NCOS.  Each NCOS has an equivalent FRL value.  The NCOS of a phone must have an equivalent FRL value that equals or exceeds the FRL in a RLI - otherwise access is denied or the phone is forced to queue (Ring Again)
